Donald Trump is 'pleased' he got the Democrats to cave
To fund a spending bill, you need a simple majority (currently 216 votes) in the House of Representatives, and 60 votes in the Senate.
The federal government is expected to be back in business on Tuesday.
The partial government shutdown appears to be coming to an end three days after it began.
Democratic Senator Sherrod Brown of Ohio said that once the spending Bill was passed, "I'm hoping we can get serious about a whole host of issues".
Popularly called "Dreamers", they were placed in danger of deportation by President Donald Trump when he ended the Deferred Action for Childhood Arrivals (DACA) programme in September.
In voting no, Booker joined several other potential 2020 Democratic presidential candidates, including Kamala Harris of California, Kirsten Gillibrand of New York, Bernie Sanders of Vermont and Elizabeth Warren of Massachusetts.
Democrats in all corners of the party took issue with Schumer's deal with McConnell, who has broken agreements with Democrats in the past.
